I disagree with your survival and threat stat priority.
For threat, crit isn't a stat that tanks would ever put on their gear as it's not as effective as hit, expertise or strength and doesn't directly help survivability. Although it likely provides more threat than Stamina, wouldn't Stamina be a better alternative because it does at least help you survive?
Expertise(26) > Hit(8%) > Strength > Stamina (I'm not sure where the hard cap of Expertise goes)
For your survival stat priority, how can you prioritize one survival stat over another when it's incredibly difficult to model survival in the first place? There are way too many variables to say that X amount of Stamina is greater than Y amount of Parry. I do agree that every fight has a minimum EH, and the easiest way to reach that point is to stack stamina, but tanks can probably reach that point in quest greens.
Certainly Parry should be greater/equal to Dodge but I don't think Parry would always exceed Mastery (until math has been done on the subject). I would guess that Mastery overtakes Parry at some point. Parry's value outside of
Hold the Line diminishes while Mastery's value stays linear up until the combined total of your parry, dodge, block and miss equal or exceed 102.4% (which requires a lot of Mastery rating).
I wouldn't know how to handle the calculations but you could probably find where the damage reduced from X rating of parry becomes less than X amount of Mastery. Parry negates 100% of the damage while blocking reduces it by 30%. So to start, the point where Mastery rating exceeds parry rating is likely around the point when 30% of the block percentage gained from mastery rating equals or exceeds the parry percentage gained from parry rating. Then you would have to look at the effects of
Hold the Line and the critical block chance gained from Mastery.
