The interval of UA is the base, 3 seconds, divided by haste:

2635 Haste Rating: 3/1.205859375 = 2.4878 seconds
In a 300 second fight you will get:
2634 Haste Rating: 300/2.4880 = 120.5787

5 * 2.87 = 14.35 duration
6 * 2.8697 = 17.21 duration
6 * 2.4880 = 14.928 duration

Here you can clearly see that the thresholds dictate about ~2 seconds of duration that could be a filler instead of a recast as you mentioned before. For this particular DoT, the thresholds are exactly the right numbers if you want to squeeze every ounce of DPS out in that duration. You are absolutely right about the ticks being the same number between thresholds.
However, as haste increases after meeting a threshold, the amount of time between ticks continues to decrease shortening the duration to the point where you can lose a filler until you meet the next threshold. In the short term, there are certain values of haste where this could be a dps loss vs reforging some haste to a different stat such as mastery.
However...Since other DoTs have different thresholds and Aff has more of them than other specs, we'll always be closer to another threshold and getting another filler due to some DoT's extended duration while getting further from another.
So, since UA and Cor are the highest damage sources for most Aff does prioritizing their thresholds by reforging to stay closer to them vs other damage source DoTs like BoA and Haunt result in a net DPS gain? If not then I would have to agree with you revulva. I suspect that the smaller the contribution to overall dps a DoT is, when choosing between thresholds, making the most efficient use of the larger contributor should be a dps gain. If it's not then meeting thresholds may indeed be irrelevant.
