fox,
I think you will find the answers to all your questions if you take a look at the following thread:
Mage PvE: Cataclysmic Changes
next time, try to check a few of the other threads before making new posts, since fundamentals like these are most likely covered already.

2. What's the most important for arcane mages - haste, mastery or crit?
3. Are there any raid buffs or something to increase hit cap, or I have to reforge all items and gem/ench just to have 17% hit rating?
4. What's the rotation for arcane?

Please delete this, Rawr has answered my question. I wasn't aware of the new version of Rawr, works like a charm now. Thanks, and sorry.

User "Vanderhuge" posted Recount parses comparison between PTR and LIVE. Supposedly our DPS dropped by, roughly, 20%.
I will refrain by adding anything at all, at the moment.

This is most definately not good evidence. For all we know, he could have been hitting a lvl 85 dummy with 1 health, where Hand of Light doesn't even work. (edit: just noticed he didn't, regardless, he must have done something wrong)
Just to dismiss this claim, I just logged on the PTR without changing anything in my gear (forged for live crit/haste with 8.7 mastery) and I got around 14k DPS on the Boss dummy just mashing out a 2 filler rotation for 5 minutes, compared to my 13.5 on live with the same conditionals. This is not meant to be taken as evidence of either a loss or a gain, because its purely anecdotal and the sample sizes make bad data, but claiming a 20% damage loss is definately untrue.
If reforged for mastery I would undisputably see a noticable net gain in dps.
If anyone needs me to test anything on the PTR, feel free to let me know.
edit: bad idea quoting large pictures :>

That still doesn't make you a raid healer. When dmg is spread across melee who are in 4 different groups, casting PoH on one melee target in group 4, which otherwise has 4 casters in it, who are taking little/no dmg, while melee in groups 3 and 2 are quickly losing health and aren't benefiting from the heal. So I'm asking, how you are an effective raid healer in a 25m raid? Are all the melee being put in one or two groups? Are you focusing on AA and using a combo of PoH and smite healing
Don't be an ass when someone asks a question or misunderstands something. Not everyone posting has a cynical outlook. Some ppl are genuinely puzzled b/c it's a role they haven't been in before.

There was nothing in his post that made him out to be an ass. You need to relax, all he said was read the tooltip after explaining the answer to your question.
And yes, most melee are put in a group together and the leftover with the tanks. Most ranged are put together also.

And if they're not, you can always request them to be setup as such if you know that it's an aoe heavy fight (although it seems like they all are...)

I'm leaning towards not using four piece, at least not for a fair while. Mastery is just so much better than our other secondary stats, and that makes the tier legs and gloves fairly unattractive when there's offset pieces in each of those slots with both hit and mastery. Our ideal 372 non-tier pieces are off some of the easier heroic bosses too, and there's going to be less competition for them than tier tokens.

What am I missing here? and what rating value do I need to be spell hit capped?

Make sure you're looking at spell hit, not ranged hit. I believe i did this once and ended up over gemming hit.

Has anyone been able to get Hand of Light to actually do any damage? I have been hitting on a Dummy and in 5 min I got 48 Hand of light hits, but for a grand total of 0 damage. Not sure if this is just a problem with skada (can't get game to load with recount atm), or if it is not working correctly.
Edit: On a second note, I went and tested on some mobs and it is doing damage to them, just not the test dummy. Might be why some people are claiming a dps loss.

The lvl 85 dummies have 1 HP, which means that Hand of Light never get to do damage, as the initial strike counts as the "killing blow". Boss dummies are working properly.

Maybe you were hitting a lvl85 dummy and not the boss one?

Ok I have a bit of a doubt. Our DPS increase from 2pc T11 is clear because it can be compared to the 5% crit increase from the Glyph. But what about the 4 pc bonus. The 4pc bonus reduces the cast time of our nuke by 10% so we cast it faster but I think it goes against the mana conservation. You can cast more quick fireballs but that means less mana more quick and more scorch weaving. I wonder if 4pc is a DPS increase at all or if we should skip it and find better upgrades as off pieces. If there are some numbers to back this up this would help.
PS. The 10% nuke reduction doesn't count as haste.

The screenshots above are mine - should be noted that the first PTR parse was done without much insight into reforging and seeking out new Mastery gear to throw on. After obtaining some pieces of gear with Mastery on it (including the Guardians of Hyjal belt, Mastery ring, JC trinket, etc), I ran another solid 10 minute test. Needless to say, the DPS difference was quite staggering - well over 13K DPS sustained on the ?? Raider's Testing Dummy over ~11.5K currently on Live. I assume that the Vicious Gladiator's Scaled Helm will almost become BIS before heroic content due to the flat Mastery along with the PVP set bonuses for Strength.
One nice side effect of this Mastery change is that any item that has Mastery + Hit/Expertise (especially rings/necks) can be freely swapped between Retribution and Protection without gimping either spec.
