Let's try it with pictures.
The setup T11affli is at the hitcap (yes it is. checked it twice).
If you have less hit than hitcap => less DPS (it works reverted, maximum DPS at cap. That's what the sentence says).
Now what I am talking about is the huge red arrow pointing on the SCALE FACTOR. He says that every point of hit (after the cap) is worth 2.1. Now look at mastery. Back at the arrow. This should be zero. Because you do not gain additional DPS after the cap (and that is what scale factors are about, they tell you how much you would benefit from a certain stat at a certain point). I hope this is clear now (btw still unbelievable that haste at the cap should give more DPS as mastery or crit, it would make both stats completly worthless after reaching hit and haste cap and promote a massive "Go for int!!" in low tier raiding gear).
