He's gone Hit/Haste, certainly weird that he hasn't bothered about capping Exp though, not like it would be hard with his gear.

Just because his gear is the best of all combat rogues doesn't mean he is the best theorycrafter. Actually some hardcore raiding guilds are known for their primitive theorycrafting skills. If you really want to know why he does the things he does, aks him yourself - we don't know.

Well, I don't believe he is primitive in theorycrafting. In this case he will not be top dps and loose his spot in raid.
I will try to ask him for reason.

At first I didn't say that his theorycrafting is primitive. Just said there were some famous examples in the past. And secondly it's pretty likely you and your raidleader will or the ones who analyse logs won't see a tiny difference between him and what you could call a perfect gemmed/reforged/enchanted guy theorycraft wise. They don't do those world 1st kills because they are the best theorycrafters, no - they do it because they are excellent players and got some spare time.

I thought the exact same thing.
They properly wanted to nerf frost mages in pvp, and got a little carried away so it also affected pve..
Remember this is still ptr and could change, hope they will revert the mastery nerf

From the New patch notes

Heroic Strike damage has been reduced by 20%.
Inner Rage has been redesigned. It now reduces the cooldown on Heroic Strike and Cleave by 50% (to 1.5 second) for the next 15 seconds. 1-minute cooldown. It still cannot be used during Deadly Calm. This ability was originally designed to help warriors with rage capping, but the Heroic Strike and rage normalization changes seem to have solved that problem on their own. This new design will still allow warriors to burn off excess rage faster, at their discretion.
Slam cast time is now affected by haste.
Talent Specializations

Fury
Bloodthirst damage has been increased by approximately 30%.
Raging Blow weapon damage percent (at level 80+) has been increased from 110% to 145%.
Unshackled Fury (Mastery) now grants 5.6% benefit per mastery point, up from 4.7%.

I figured it would also be worth mentioning that the addition of a Major Strength bracer enchant takes leatherworking off the profession throne and gives it the standard +80 str of most other professions.

Patch notes updated, looks like Gauche is supposed to trigger CP.
-Main Gauche (Mastery) now provides a chance to deal an attack for 100% of main-hand damage. This attack can trigger Combat Potency.

Isn't it obvious that Revealing Strike should not share the Global Cooldown. Energy capping would be solved and you make revealing strike that much more powerful.
