For tank healing it seems rather useless, spamming heal, and when the tank takes to much damage a few flashes and a greater. Once the tanks back in your comfort zone you start doing your heal spam.
With that said if you use a GH, and mastery goes off doing xx amount and you go back to your heal it devalue's your mastery HOT.. Is it just me or is it useless? Or am I honestly missing something.

You are totally missing something. The mastery hot is actually quite good for tank healing especially with the large health pools. The buffer is similar to a druids lifebloom spell ticking every second.
The HoT never gets devalued only recalculated. It works similar to a mages ignite spell (which in the past use to suffer a bad fate of recalculation). If I heal with a gheal and place a 1k per tick echo on the target then follow up with a heal for 8k the hot will be refreshed to 6 seconds and recalculated to include the remaining portion from the greater heal (say 3 seconds worth or 3k + the new % of mastery from heal). So no, the hot is not wasted. The OP of this thread values mastery slightly ahead of haste for burst healing and double the value of haste for combined burst/sustained healing. Mastery is a DIRECT increase to our direct healing spells that costs no additional mana. The only argument is not about if mastery is bad or not only if it is better or not than haste. The community is pretty much split with math and arguments on both sides. Either way, haste and mastery are both good for holy priests with mastery by far being better for tank healing than haste. With the ability to stack serendipity with a serenity heal/buff and the crit modifier to heal chakra, Mastery excels at tank healing since one of the only spells that doesn't benefit from our mastery (renew) is refreshed at no mana cost once placed on the tank. (PoM is also not affected by mastery but is also getting a buff to the first target in the next patch.)

As for raid healing, the glyph of PoH is an additional HoT placed on the targets of PoH and is neither affected by mastery nor affects mastery in any way. The mastery hot is calculated based on the heal amount of the prayer. Unlike the PoH glyph hot if you cast 2 poh's in succession the glyphed hot is not recalculated and only reapplied. So you do lose the initial glyphed hot but not the initial mastery hot.
Mastery is good also for raid healing as it once again directly increases your HPM and HPS without any affect on mana cost.
