Thoughts? I'm in the same boat as the others looking for help on how to alleviate the problem. Getting a small buff next patch in comparison to other class changes doesn't seem to fix much.

Your intellect seems REALLY low to me... I'm ilvl 361 and do 25 raiding, as a result I focus on INT/Spirit/Haste/Crit/Mastery as a prio order. My Unbuffed stats are the following.
intellect 5174
Spirit 2233
Mastery 9.41
Spellpower 7118
Haste 13.18
Crit 17.43
Now bear in mind i raid 25's so my primary healing is HR, CH, and ELW usually the percents are 35 HR, 35 CH, and 20ELW. I usually do quite well on meters pulling around 13-14k average on heroics. (of course each fight is different and sometimes its only 9k others it is 20k.
For 10mans, (granted i haven't been in one for a few weeks) my understanding is you generally dont' use CH alot and riptide / HS usually makes up for a larger portion of your healing. As a result Mastery and Crit have a much higher priority than haste because of the spell use change. However Intellect is always and will always be our best stat because of its high throughput and regen value.

As far as TC goes.. I use it every fight as much as possible.. Anytime the raid's health is stabilized (near full with no impending inc damage soon) I weave in LB to help with regen, If their are %damage increases in fights and I can lean on other healers a little to get out a few extra lb's I do. I do not spec to get the spirit to hit, I have frequently looked at my own mana gains after fights and find that sometimes my mana gain from TC greatly outweighs WS and sometimes its the other way around. Specing into hit gives us an additional 18% hit and thus roughly 18% more mana from it, losing the WS talent is about the same 15%. To min max I would have 2 specs and switch between them frequently depending on the fight, however I am sometimes asked to go Enh so for me this is not feasible.
