On the test dummy, consuming a 22.3 mana pool, my dps from stand alone fb casting was 870.8 and my dps from stand alone FFB casting was 805.7 each iteration had (funny enough) 19 casts: 17 hits, 1 crit, 1 miss. This was done in 10 cycles of each, the range of each was (66) fireball, and (72) frostfire bolt and at no point did frostfire bolt cycles out dps fireball cycles out side of 1 extreme swing.
Keep in mind that this is a limited test sample, and is limited to single target. I will caveat that Frostfire bolt cycles would show increased dps for AoE/cleave heavy fights (such as halfus) but with these being few and far between, I don't see how a introducing a lower dps primary nuke into a rotation that has all ready been shown to be the best dps rotation is justified.
My opinion is that you should just stick with one nuke exclusively. With a preference to Fireball.
