We have no equipment for it, no skill points, and no glyphs.
Have you found something in the beta, which allows us easier to come to this cap?
First off you need to supply proof for me to even acknowledge that hit >> str. And even if it were you will never be in a situation where you need to gem hit to get to hit cap so you're never trading off str for hit. As I said before, your point, if it even is valid, is completely moot.
Death rune works as blood rune so that reasoning does not work.
Frost strike doesn't use runes so comparing those two is like comparing apples to oranges. If you can prove math to show that blood strike hits harder than howling blast or is more damage than using the death runes on obliterate (plus potential rime procs) then your claim holds weight. A baseless claim without any proof is worth nothing to anyone.
If with [Gurthalak, Voice of the Deeps], the hit to cap weight is higher than strenght, then why stat priority does not say that hit is more important than strenght?
Hit is a SECONDARY stat while strenght is a MAIN stat. That means you can reforge gear to get more hit but you can't do the same to get more strenght (that's why you should gem and enchant strenght whenever possible). This and the fact that hit got a soft cap makes this SECONDARY stat less important than strenght even if it gives you more dps.

According to maths done in this guide, with Gurthalak, hit gives us more dps than strenght under the hit cap. But it's not a common situation since reforging came out, as you said.
I play retri pala since Woltk and I'm just looking for some improvemets of my dps , I know a rotation and I think I do it well , maybe I put Zaelatory and AV at wrong stage of fight ( Worlord , Yor`sahj ) I think I can make more dps ( dmg ) with this gear ( 400 ilvl ) ,maybe some improvements at Spine ? . To be honest I think that everything is OK with my dps at 10m ,what do You think guys ?
Please give us a handle to leverage. 'I think my DPS is okay' is not a sufficient starting point for us to research how you could improve. If you're posting in this thread you obviously think you can improve, so what do you think you may be doing wrong? We can then look at that and offer suggestions or point out that it's not the issue so you can instead look at other aspects of your play.

I just rechecked and it definitely still has a 12 second cooldown. It now has 2 charges baseline and the glyph only increases the slow of Conflag, that probably explains the cooldown being removed from the tooltip. But with the glyph you can now have increased slow AND charges, which was not possible before.
No. Blood Fear modifies Fear to be instant cast with a HP cost instead of the mana cost (as stated in the tooltip) and gives a 5 second cooldown. Glyph of Fear also changes the cooldown, but from <old cooldown> to <new cooldown>, in this case from 5 sec to 5 sec.
So Blood Fear with Glyph of Fear makes Fear instant, cost 10% HP, and causes them to flee in place with a 5 sec cooldown (still limited to 1 target at a time).
