Well maybe you dont understand what I was trying to say. I was not arguing whether frost pve is a glaring issue, or whether its been around for a long time that way. I am saying there are many many things in the game that need lots of tuning before they get where they need to be, frost pve is one.
The difference I am saying is that frost is more challenging than many others because you are toying with essentially a mages main pvp viable spec.
This makes it more dicey to mess with, as apposed to trying to balance a lot of other things (which may also present difficulties, but I think because of fire and to a lesser extent arcane being viable it puts frost on the back burner). For example ret I think is something (obviously from their behavior) they really want to balance before they start to make drastic frost changes, because otherwise paladins dont have a dps option at all, and in the case of mages we do have other options (i know some people dont want to use the other options, and thats valid, but it doesnt change the way they view things)

The other thing is the amount of time an issue has been around i think is more or less irrelevant, look at ignite munching or blink bugs. I seriously doubt frost will get anything significant (and it would need to be significant to make it viable) in this expansion.
I think they look at it like, do mages have a viable pvp spec? Yes. Do they have a viable pve spec? Yes. Shamans for instance got more changes because their pve dps as either spec is less than mages and they have always been at the bottom of pvp (mages could start to see some serious pvp issues I think, but thats another story)
