Your best bet is to run the simulator with your current character stats and see what gives you the best numbers. There's really no easy and clear cut way to say that at gear level <x>, you should use spec <y>. Unholy has traditionally been the most forgiving of gear, but with OB making up ~20% of our damage, you're best off to run the simulations and see the numbers for yourself.
DW Frost also uses OB, with white swings also making up a large portion of their damage. Again, use the simulator and see for yourself which one comes out on top for your current gear.
Nightmare Tear counts as Blue, Yellow and Red gem at the same time. Put it on your helm socket under your RED meta and gem the rest of the gear sockets with whatever you like.
So, is a 51/13/7 Annihilation build not viable? I can't imagine Heart Strike could match glyphed Obliterate for damage, but do the extra points in Unholy in a 51/0/20 build outweigh it?
Looks like you logged out in your healing gear, so I can't do a detailed review.
Generally, hit from gear is going to be sufficient if you choose your gear wisely (e.g., no need to gem or enchant for it). The same is true for expertise. In fact, the biggest gear balancing act I've had to play with recently is to try not to get too far over the hit or expertise cap (trading one against the other by swapping gear pieces).
Since hit is a yellow stat, the only realistic gem alternative is crit. If you need the yellow and are far below the hit cap, I'd gem hit (rigid) or hit/agi (glinting). Otherwise, I'd gem crit/agi. As far as ArP goes, you generally don't start gemming for it until you've already got a fair amount (and probably an ArP trinket like Grim Toll as well). If you've only got 100 hit, I'm guessing that you aren't to that point yet and should be gemming/enchanting agility.
Thanks, I've got mostly naxx 25 gear with some odd ulduar 10/25 gear, it's just every piece i get seems to have expertise or crit and even haste instead of hit. 2 piece 7.5, 8.5 chest and working on 8.5 helm with journey's end, darkmoon card: greatness, and the bracers/boots from the new heroic. expertise capped, around 210 armor penetration total, but that's because it's socketed with agility and hit rating. I think I'm going to resocket all epic armpen gems for my red and blue sockets and put in hit rating or armpen/hit for my yellow, looking to stay at around 150 hit minimum. Sound decent enough?
a few simple questions about kitty dps that have been answered before i'm sure but i can't go looking through 40 pages at this moment.
what hit rating should i aim for? currently from sheer unluck all my pieces seem to be missing hit so i only have about 100 through my gear alone, currently gemming up to 200. what's the sweet spot where i should stop gemming for hit and start going for more armpen?
on that same note, armpen is always worth going after/gemming for at levels greater than 200 correct?
and last but not least, enchant agility or ap, specifically for boots/gloves.
sorry if these have been answered before, i searched but i couldn't find specific answers.

For Hit:
Use RAWR and take look through the first post in the FeralByNight thread. It should contain the information you need.
For Armor Pen:
See Above and yes assuming you are using the Shred Idol.
For Enchants:
Gloves should be Agility
Boots should be Icewalker (yes I know you asked about agility or ap)

yea i've read a lot of the FBN thread but it doesn't have any specific numbers you should really shoot for, and i've heard some conflicting advice on this very forum about when to switch from gemming agility to armpen. is there a thread that discusses the best enchants for feral dps?
also i've tended to stay away from rawr because it seems to be inaccurate at times and i feel a little...dirty...letting an addon tell me exactly how to play. is it kept up to date in terms of how it rates armor penetration and agility and all that nice stuff that's in the FBN thread?
thanks for the help!

I am trying to regemming whit epic gems but since they will give me a lot more stats i was trying to improve other stats besides stamina.
since i know the best place to look for it is here i came to read your treads but i got myself confused.
whit my gear and blue gems in bear form i am whit 36k health unbuffed.
should i keep geming all blues and only respecting my meta request or should i gem till i get 38K again and the rest whit dodge and/or agility.
i am currently tanking ulduar 25 and till now didn´t have any problems whit this gear and gems, but whit the new epic ones i might be able to sort them in other way to improve it.
In Bear form unbufed:
27996 armor
39% dodge
40 expertise
427 def
5304 power
40% crit
123 arpen
Feint + Glyph of Cloak + Enveloping Shadows would probably work as well, I know we discussed it a while ago and it came out that even without enveloping shadows it was possible to eat the 10 man version of the spell with the cloak glyph and a power word shield, I believe with all three AE damage taken reduction abilities it is enough to eat the big bang on 25 man, which is the only situation where deep subtlety is really viable, especially with a PWS, once again though you are going to take more damage than a shadow priest would or anyone with guardian spirit from a holy priest, a prot paladin with ardent defender or any number of other possible choices for surviving the big bang.

for instance, i just loaded up rawr and it told me to go balls to the wall agility without any hit/armorpen and to enchant all my gear 44 ap to gloves and 16 agi to boots, which is going against what you suggested.
I just got back into WoW and noticed the changes with favorable ratings towards Expertise and Armor Penetration. But, what should my rating for both be? I'm just looking for estimates, 'course.
By the Lights! thanks for the enlightenment. Now I have a legit reason to go shove it in that dk's face lol. And this does give me a new reason to alternate between SoR and SoV in heroics. Thanks <3
You can also unhide the tabs for gear lists and add a new row(s). Nothing is locked on the hidden tab and unhiding is not protected. But you can break the sheet entirely if you are not careful.
Can you explain step by step how to do this? I opened the gear tabs and enterd my new gear but i dont get it to show in the drop down menu or in the gear planer
Or spec only mace spec and use [Aledar's Battlestar] and [Webbed Death]? I ask that because as far i can remember in the past off hand gets spec from main hand, ie dagger gets too 15% armor penenatrion. I prefer use dagger if penetration works on her, because i got a better enchant (berseker) and is a faster weapon.
Hope you can help me with wich weapon and spec should i use.
Ps: i can get more beneficts from maces, because im human.
sorry i am already tanking ulduar25 i am just changing to epic gems and needed some advices
don´t realy know if i should keep staking stamina gems or get some agility in betwen to get more dodge, armour, ap and crit. The World of Warcraft Armory

You're incorrect to assume that your attacks made with a dagger recieves the added 15% armor penetration from the Mace Specialization talent. If you check the tooltip from the talent, it reads "Your attacks with maces ignore up to 15% of your opponent's armor". Hence, it doesn't affect your attacks with daggers.
As a general rule, slow off hand weapons are to be avoided on account of the substantial dps benefit you recieve from increasing weapon speed by even 0.1; especially when you're specced combat due to Combat Potency. I recall reading somewhere on these fora that as far as off hand weapons go, 0.1 weapon speed roughly translates into 10 weapon dps for combat rogues. I can't remember which thread the post was in, so I can't verify it at the moment, though.
Normally, mixed weapons specs are to be avoided as well. The only competitive hybrid spec for combat rogues is a slow fist weapon(MH)/fast sword or axe(OH). This is due to the fact that the Hack and Slash proc is activated by any attacks made with a sword or axe, but it results in an extra attack with your main hand regardless of which weapon you're wielding.
Obviously, you'll need to spec in accordance with whichever weapons at your disposal yields the highest dps which, again, is obviously also affected by your additional gear. There are some helpful tools available to help you in that department in the form of spreadsheets. Both Aldriana, Mavanas and Vulajin have developed some different spreadsheets that can help you determine which gear to select. Regarding the latter, you'll have to check out the last pages of the thread to find out about the work being done by others to update that particular spreadsheet.
