Currently, this is true. JoL benefits (i.e. scales) from spell power and attack power. Previously, the spell power granted through the talent Art of War would not apply but has since been fixed. Ret paladins can easily average 900+ healing on JoL procs, while Holy paladins JoL averages around the 400-500 range.
After 3.2 goes live, JoL will no longer scale from spell power or attack power. Instead, it will heal based on 2% of the targets total health. This is more in line with the way JoWisdom currently works. While tanks will still be getting heals around 800-900, average procs for raid dps'ers will be in the 400-500 range. It will no longer matter who is judging light, the only time it will matter is when you have a prot paladin in the raid. In that case, you want to judge whatever he ISN'T judging as to not knock his
Judgements of the Just debuff off the target.

PS: To fix a couple of things above, previously the SP from the talent Sheath of Light did not affect our Sacred Shields. It always affected our JoL.
