BTW. It always puzzled me that all or none of the Rain of Fire and Seed of Corruption either crit or don't crit together; especially as this makes the "Empowered Imp" effectively trigger "multiple crits".
I apologize if this is obvious to everyone else.
I suspect it was a necessary compensation for all of the things that trigger off of crits, and it is therefor not going to change, and it will likely affect all critable AoE (I'd be interested to learn of any AoE that triggers multiple crit procs by hitting multiple mobs in 1 tick).
If we could AoE 25 critters and reliably get 8 procs from crits, every 2 seconds, that could easily be overpowered (depending on what a crit proc can trigger). By treating all of the AoE damage as a single proc chance, the number of procs per minute stays inline with single target focusing. And because it is a single proc chance, all of the targets have to crit simultaneously.
We might reach a point where "Procs per cast time" becomes important, and crittable DoTs on multiple creatures (providing 5 crits per GCD) becomes Important/OverPowered. And they probably can't make them all either crit or fail to crit easily due to refreshable DoTs. Even if they did "reroll" crit after every refresh, like they're resampling Haste after every refresh of corruption, It could lead to people intentionally clipping after the FIRST tick if it didn't crit.
If a non-refreshable DoT ticked 5 times, and only used 1 crit roll for all 5, it would do more damage over time if it were always immediately replaced if it wasn't critting, whether or not it was worth it would depend on the amount of casting time lost, and how much damage could have been done in that time by other spells. the amount of otherwise wasted cast time would be proportional to 1/crit. If anyone cared, we could easily work up a formula for how much more damage would be done, and how much more time it would take with the new strategy. From that we could compute the revised DpCT, and see if it was still higher than the filler spell. If this happened, addons would be necessary to play your best, and Bliz has repeatedly said that they hate it when that happens.
For this reason I think DoTs will always use multiple crit rolls if they crit at all.
