Block rating increases your chance to block. It doesn't increase SoR damage. But it can increase damage done by having more Holy shields procs and shield spike procs.

Does block value increase block rating (or vise versa) or is it strictly based on points that you can get depending on your gear?
Further, and on a different topic, does agility give you more pure avoidance, or does defense rating? I recall reading something about it on these forums, but I can't seem to find it again. Basically, I'm wondering whether +22 agility or +16 defense value would we a better choice for a cloak enchant. Agility adds to your TPS I believe where defense doesn't, but threat isn't really a problem at this point, I'm more intrested in keeping my healers bored, and I can't figure out which one is going to be better for me defense wise.
