I can see two reasons for this. (1) Crit scales poorly with Arcane, so the buff to crit rating isn't as effective as it would seem. (2) The haste buff stacks up to full over 8 casts and drops after 20 seconds total. The max haste buff you can get is 456, but that's only toward the end of the use time. Haste adds to your DPS by allowing you to cast more times during a given interval. With a buff than stacks up to full over 20 seconds then drops off for two minutes, you're probably only going to get one extra cast in that period. One extra cast every two minutes coupled with a buff to the weakest DPS stat does not make an impressive damage boost.

One contributor to the "better scaling" with fire is the trinket slots. Specifically, the [Phylactery of the Nameless Lich] from Sindragosa. Since this trinket provides no benefit to Arcane, the "BIS" arcane gear set uses an i258 level trinket.

Also, for most classes (including fire spec), Sindragosa's trinket is currently modeled as stronger than the Dislodged Foreign object (at equivalent gear levels, i.e., i264 compared to i264 and i277 compared against i277).

The benefit of running an i277 Phylactery and i277 DFO (compared to the same DFO and a Reign of the Dead) accounts for a fairly significant portion of the difference (perhaps as much as half).

Crit is definitely the stat that Fire scales much better with. Rawr even suggests me to gem 12 SP/10 Crit not only for yellow but also for red gem slots in full BiS Fire gear.

Some numbers according to Rawr using a 4k SP Demo Lock, Gnome as race and Engineering/Enchanting as professions:
Arcane BiS: 14989
Fire BiS (No Phylactery): 15459
Fire BiS (Phylactery): 15687

i just won the 264 version of Unclean Surgeon's Gloves tonight. I know it sounds redundant but i also have logs that could be used for the 2pc and 4pc HEP values. I'm uncertain if the 4 piece bonus is worth not using those gloves and the crafted mail legs.

Serrated Blades: This talent now allows the rogue to ignore up to 3/6/9% of the target's armor, rather than a fixed amount of armor ignored per level of the rogue.

The Ruby Sanctum should drop trinkets (data mined procs) which may bring arcane back to the top in 3.3.5.

And that's also ignoring the fact that you'll more than likely have 0 hit rating (or 1% as a Draenei) which makes keeping FS up rather impractical, to say the least.

Hakaboy18, you have allot of room to move in your gear so don't be too impatient when spending those frost badges. You don't have a haste weapon yet so that's a good place to start planning your next move, plus by the time most of those 251's become 264's you'll be allot closer to the cap then you are now.
