Trueshot/Abomination's Might/Unleashed Rage

It's a given that every guild needs to cover all their buffs in every 25 man raid, and they need to cover a good majority of the buffs in 10 man. It used to be easy, each class had specific buffs that they'd bring. Now, with the homogenizing of buffs, an issue arises. Who brings the buff when multiple classes can?

The 10%AP buff that hunters, shamans and deathknights can carry is a great example of this. None of these classes wants to carry the buff (as far as I understand it, I can't truly speak for anyone other than enhancement shamans) but all 3 of them want the buff. Hunter's best DPS comes from BM, TS is 31 points deep in Marks, the two are mutually exclusive. Shamans are already carrying Improved SoE and sometimes Improved WF, UR is in the right tree, but it's 5 points for a class that's already carrying 5 points for group buffs; speccing for raid buffs eliminates 1 or 2 very powerful talents depending on the buff load we're carrying. As I understand it (and I don't understand very much at all about DKs), Blood is the worst DK spec for DPS and Abom's is 25 points deep in Blood.

So who brings the buffs? My intuition leans towards DKs; it's only 2 points with a self-buff and Blood also gives them a 3 minute CD called Hysteria that functions very much like "Frenzy" from WC III. Increased damage for the target at a cost of damage over time, negligible with Imp LotP. The bottom line is that I don't know how much each of the other two classes suffers from carrying the 10%AP buff. So if anyone else has input on what kind of gimping they'd take to provide the buff, I'm all ears.
