I know this has been checked by people already, but doesn't Calestraz's dialogue really seem like there is a method for freeing them?

Its really a shot in the dark, but I am an optimist, yah know?

Now, I've never fought C'Thun, or even been to AQ40, but it sounds to me like that has to be the answer.

I think this is clear evidence that Calestraz's dialogue hints to the whole C'thun reign of terror thing being an extortion racket.
