Please realize I look at this all objectionately, i try to remember specific guilds with accomplishments, and servers up from the begginning of time. Dont cry if i crit your epeen.

So basically when I looked at some of these Groups, like most of yourselves I thought well blizzard you did it again... I belong to Group 6, and well anybody who knows anything about the geography of servers knows Korgath has turned into a hot bed of highly geared players and highly skilled players. The majority of these other servers, are not day 1, oddly enough 2 servers that come on the list are that of Warsong transfer fame also so i am decently familiar with them, Mug'Thol + Garithos. Basically you have D&T/Drama/Dread + The 4 Horde groups that have 4-5 Naxx boss kills on Korgath versus these other servers barring mug'thol, that i believe no more then 3 of them have 2 guids with a C'thun kill. So basically we get to crush these poor saps until they realize the strength of our server versus our adversaries.
While some other groups seem decently well balanced Group 1+3+7+9 have an abundance of Day 1 or very equivalent strengthed servers which looks to be good, and Group 2 has a few good servers with other servers i just cant comprehend why they are with them as well.
Group 11 shouldnt even exist and should almost be clustered in with 10, Kel'Thuzad & Deathwing shouldnt be in that pack, those servers are > 10 weeks old have fun versus Day 1 players with your UBRS gear >_>.

With all the bullshit aside now, there should be a system put into place that shuffles these groups per month.
Things to base it on after the first month figure all the servers X-realm stats, and winning %'s(with a minimum # of games to prevent epeen and whoring wins type stuff). For example ill use group 6 since i know it the best, it would be hard to argue that if organized groups are coming out of Korgath continually, the gear gap between ourselves and the other servers in that cluster, if all skill considered equal, we should win 80% of our games. Look in some of the other pools, some will obviously have similiar results, While others mainly 1-3-7-9, will have a much more tighter win%/curve of victories.
After month 1, reshuffle the groups, take the highest % rank order them 1-15 (or how many ever in the group)
10 groups(screw group 11 wtf its useless) take the top 2 from each group, and put them in Battle group 1, and so and so forth until they are all in a new group.
Next month reorder the servers using the same system of %'s.
This time keep the top 10 in group 1, drop the next 4 into g2, the next 3 into g3 and the next 2 into g4. + next 1 into G5.
So and so forth, basically you will eventually see a set group of 5-7 servers in the top 10 of BattleGroup1 with the rest continually getting shuffled down, it would be hard to create an equilibrium effect, where everthing is in harmony.
Another intresting idea precedes from this, divide the servers factions up if there is a factional imbalance in strength. For example say a server like Malganis(i cant think of a strong ally guild on there) so EJ & the entirity of horde is basically holding the fort down winning 80% of their games, and Malganis Alliance is winning 45%, if you took an average considering both are equal amount played of course, you would come out with 62.5%, which is above average....but say that Malganis makes into Bracket 1, Horde cannot mantain 80% winning in this bracket, say it slid down to 60%, the alliance situation for Malganis now worsens...they are winning a dismal 30%, they are out geared and out classed all around this bracket. If they all played the same games again, you would get an average of.... 45%. 45% Would more then likely result in a sub top 10 finish in bracket 1 and therefore they would slide down the ladder somewhere. Probably back into group 2. Some where like Korgath, if all of our carebear staring asses PvP'd we would probably stay in the Group 1 bracket do to strength of guilds and diversity.
If the factions were divided, it would become more community driven on a PVP level. All horde on that server would try and make organized groups, they would want to try and win instead of Pug and lose. I wouldnt think 2x about picking up someone random from my server to fill a spot...
