Divine Storm
Our 51 pt talent, it is basically the same as a warrior's whirlwind ability except that DS heals for negligible amounts. Despite it seeming like an underwhelming talent it is critical to our DPS as it can and will trigger seals and RV. This skill is normalized to 3.3 weapon speed.

The Test Hammer(Slower and Lower DPS)

Recount ：Divine Storm By Using the sword

By using the hammer

You see?Though the hammer‘s ILV is lower than that of the sword，the damage is obviously higher.

Do the Same test In TWOW(Patch 3.22)

the conclusion we reached that is "Divine storm is anomalistic to 3.3 weapon speed,tslow weapon can deal more damage."
