Mobs can't crit with spells?

I've seen a lot of people saying this on the forums, which means that resilience is not as useful as defense is for tanking in PvE.

Is anyone able to verify this or have some more information?

I have never once been crit by a mob's spell. I have been crit by spells that mobs cast on players which in turn hit me (geddon's, living bomb, gruul's shatter, the arcane explosion from the karazhan robots, etc.) but that is a very small minority of spells npcs cast.
