Paladin: Holy Power, Blessed Life Clarification

I have a few questions regarding some paladin talents.

I understand that Sanctified Light increases the critical strike chance of holy light. (easily understood)

On the other hand what exactly does Holy Power mean? "Increases the critical effect chance of your holy spells". I'm having a difficult time understanding exactly what the critical effect chance does/means.

The second question is regarding Blessed Life: "All attacks against you have x% chance to cause half damage". I had this for a few weeks and I never saw it "proc" or on my combat log. How can I check to see if this is actually working? I wish it had a buff like Eye for an Eye or Vindication. Does anyone have screen shots of Blessed life working?

The crit talent is simply any spell that is flagged as a holy spell gets 5% more chance to crit. Just like the talent in ret that gives melee attacks 5% across the board.

I've never seen blessed life "proc" but I have noticed it in my combat log, where something will hit for 500 520 550 250.
