Since i am warrior and im not familiar with mage mechanics here comes the question. What is the meaning of spell hit rating?. Does spell hit decrease resists against higher level targets? (like +hit decreases miss chance for melee classes).

What shoudl be +spell hit rating against 73 lvl bosses to nullify resist chances?

17% for level 63. 16% really, due to there always being a 1% chance to resist.
