I'm not making a huge theorycrafting thread here or trying to really analyze the entire tree, but I would like to know how this is useful.

What you see there is a description of the Devastate talent in 2.1. It states, "An instant weapon attack with both weapons that causes 50% of weapon damage plus 15 for each application of Sunder Armor on the target."
Now, I played around on the test server a bit, and Devastate was hitting for the same as it does on live when you have a Sword / Shield out. I didn't get to do any real testing yet with two weapons...but I'm curious why our 41 point talent for Protection just keeps leaning more and more towards dual wield. It seems they want to give us a talent for farming rather than any sort of passive threat scaling upgrade.
