Intuitively, this would of course include crits, right? Is there any crit chance penalty for the offhand that is not there for hit chance? What am I missing?

Increasing your crit% does not replace your miss% in your hit table. It instead replaces the hit%.
Let's say you have:
10% miss
30% crit
60% hit
which is 90% "hit + crit"
Increasing your crit by 5% gives you:
10% miss
35% crit
55% hit
which is 90% "hit + crit" still
While increasing your hit by 5% gives you:
5% miss
30% crit
65% hit
which is now 95% "hit + crit"
Now obviously this is over-simplified, but this is essentially how it works. For rogues and combat potency, all they care about is that total "hit + crit"%, so increasing crit will not increase the amount of CP procs that you get.
