[Rogue] +Haste on Blue item question.

Hey,

Long time lurker, first time poster here. I apologize if this has been answered before, but I couldn't find anything about it. I'm still a little iffy on my understanding of static +haste.

So I bought http://www.wowhead.com/?item=32665 (Crystal Infused Cape) off of the AH the other day. I've currently got http://www.wowhead.com/?item=28672 (Drape of the Dark Reavers). Assuming I'm at the hit cap without the Drape (which I'm close to and could exceed with some other gear sitting in my bank), which cape is better for PvE DPS? Is the haste rating going to increase my DPS or lower it? In short, is the haste rating better than the loss of AP/Crit from Agi?

Three reasons I'm not using the Spreadsheets:

1. Not sure how accurate the sheet is with +haste yet.
2. I'm bad with spreadsheets.
3. I'm using OpenOffice, and for some reason can't get the spreadsheet to work.

So the combination of the above is why I'm posting this question here and now.
