It seems as though it remains *possible* to hit 100% avoidance: the DR cap is on each stat individually and only on increases from gear and other effects that directly effect agility, defense, and ratings for parry & dodge. The cap for dodge (and parry, separately) for rogues is around 145%, making it far from *impossible* to reach the current dodge levels, but the gear level required is likely out of reach.
If you had 60% dodge from gear before DR, after you'd have 1/(.00687 + .988/60) = 42.85%, a loss of over 17%. At 50% dodge from gear, it's 37.55%. about a 12.5% loss. In order to reach 50% dodge from gear again, you'd have to have
50 = 1/(.00687 + .988/x)
.02 = .00687 + .988/x
.01313 = .988/x
x = .988/.01313 ~= 75
75% dodge from gear on live, a (WoW-math) increase of 25%, currently 500 agility. If there's a higher agi to dodge conversion at 70 going in with 3.0, it will obviously make it just as impossible - but the ratings thread gives a level 80 conversion of about 41.5 agi/dodge, making 20 still at level 70 seem correct.

Interestingly, the cap for tank classes (~88%) is far lower than for hunters, shaman and rogues(~145%), with druids having a higher cap on dodge(~117%) likely due to inability to parry. It seems quite clear that they intend for tanking classes to be completely unable to reach avoidance levels that required Sunwell Radiance - 100% avoidance tanking becoming impossible seems merely a side effect.
