Shockadin is more of a PvP build rather than a PvE build. From Fiola's breakdown, we can see that the DPS over time is quite low, but JoR+HS makes up two instant attacks within a single GCD, providing decent burst.
Hit affects your melee, and since SoR will always hit provided your melee hits, hit will increase your constant DPS.
Spell hit affects JoR and HS, and will increase your burst DPS.
Classical melee stats beyond hit are pretty much worthless.
Melee haste has *some* value since you get more SoR hits, but does nothing for JoR and HS (and neither does spell haste), and is typically difficult to find on spell damage plate.
Weapon choice would be similar to a Shaman or a Prot Paladin - weapon speed does not matter, and you want as much spell damage as you can cram into your weapon. Unlike Prot Paladins, Shockadins can value spell crit on their weapons, such as
[Bloodmaw Magus-Blade].
I suppose trinket choices would again emphasize spell damage. Pop everything (AW, Divine Favor, 2 trinkets) before you unleash your JoR+HS one-two punch.
All that being said, until we get a 200% crit damage talent (a lack we share with Smite Priests), I doubt Shockadins will become a viable raiding spec anytime soon.
