I've been looking around for something to help organize buffs for a while. The best I've been able to find is
Cirk's Blessings. It allows you to specify buffs at several levels of granularity (overall, class and per-person). The functionality is similar to that of SmartBuff, in that you can click a button or hit a hotkey that will buff the "next person on the list". So you pretty much spam that button and everyone eventually gets the buff they need. It is somewhat intelligent about greater blessings vs. 5-minute ones as well, though I have run into a problem or two.
I recently stopped using it because I was running into a bug that made it all but worthless. But lo and behold, I check the page for the link for this post, and what do I see?

* Fixed a bug where failed casts weren't properly setting up the next cast, resulting in you being "stuck" attempting to cast on the same player target forever, or until you succeeded.
* Fixed several small bugs relating to the greater-blessing decision logic, and with correctly setting up the next blessing when leaving combat.

So I will be trying the new version tonight. It doesn't have any tracking functionality, so you'd still need to use Spell Watch or similar for that. It also isn't Ace2, if that is a big turn-off for you. For me, the lack of shared libraries is more than offset by keeping my hair in raids.
I'd really like to see an addon which combined the tracking of PallyPower with the granularity of Cirk's Blessings, all wrapped up in an Ace2 package. Throw in some WhisperCast style functionality for setting who gets what buff, and you'd have a pretty robust solution.
I've also tried SmartBuff, but I found the way it used inclusion and exclusion lists cumbersome.
