Hey,
I will look into creating an addon that does exactly this after seeing your post. Mainly because I have written one extremely similar for my personal roguish uses.
If you look at my UI: http://www.booncontrol.com/punkieui.jpg
You can see to the right hand side of my target's unitframe there is a black box displaying my nice tidbits of information, if the target is poisoned, is mangle up, find weakness up on myself, slice and dice etc.
I don't regularly create addons, but the two I've created seem to be very easy on memory/cpu usage outside their external Ace2 libraries.
Can you please give me a full debuff list?
- You may not want to make have too many as obviously you will just have a huge display...

I very much agree with this. What you want is a small movable window where the important debuffs you want to track show up if they're not on the target. As for the debuffs, you would probably want users to be able to define their own lists for configurability, but the ones Gurg mentioned should be part of the default set I guess. I can spell them out if you're not sure of the abbreviations (sorry if you are ):
- Demoralizing Shout
- Thunderclap
- Sunder Armor
- Curse of Elements
- Curse of Shadows
- Curse of Recklessness
- Faerie Fire (Feral)/ Faerie Fire
- Scorpid Sting (? don't think I've ever seen definite proof it works on bosses, but lots of people assume it does so...)
If you implement it so that people can create their own lists, I could say, create one that lets me see how good our new affliction warlock recruit is at keeping his dots up (you'd have to do something for tracking multiples of the same debuff then I guess), and shout at him if he's not dotting enough. I can use WWS for this afterwards of course, but it might be nice to have mid-combat as well. It'll let you catch slackers as they are slacking at least

Heh, sorry.
I just skim read through the post and concluded it was a good idea.
The basic functionality is in progress, the ability to add or remove debuffs from the list I will look into implementing later.

Kruthal, nice summary. However I think that there should be a menu that lets you to either choose or define the debuffs you want to display (Power Auras style?) as there might be certain abilities you want to be displayed for a certain boss (either already implemented in the game or future one - Viper Sting for example).
Actually, all the addons metioned above (ClassTimer, Debuff Filter and Power Auras) are almost what Praet wanted but always fall short in certain areas.
ClassTimer - class specific but has great options to set the view the way you want (in my opinion Wodahs' suggestion is briliant - you could set up a list of debuffs and they would appear active/inactive in accordance if such a debuff is applied to a target/focus)
Debuff Filter - lets you see the debuffs you want but the order is "random" and you have to search the debuffs you still want to see applied - lack of organization (is non-ace2 a hindrance too?)
Power Auras - I suppose icons of debuffs rather than auras are the requirement for this addon.
My idea of how the addon should look like spakled from the screenshot Souja posted in the Any cooldown forum. Debuffs in a line with a timer on how long they will stay on (Souja's picture has this for his own cooldowns).

You cannot recieve information on how long a debuff will last if it is not your own afaik.

Many thanks to anyone who's working on making something like this a reality. As Wodahs and others said, this would be very useful in the simple form of a box/window that shows names/icons (either/or, configurable?) for the debuffs you've preselected that are NOT on your target or focus (either/or?). In addition, perhaps with an option to pop up a text alert when a debuff that was once on your target/focus ceases to be so.
I understand that obviously you can have individual players keep their individual debuffs on, but if everyone could do that reliably then it wouldn't be an issue, would it? In practice, sometimes your feral druid who was keeping FF on has to run off to pick up an add and you need to tell the healer to apply FF, or maybe the DPS warrior who was covering demo dies, or maybe an application gets resisted and no one notices. And so forth.

I have made a basic version that I'm happy with.
It should work with any locale and you can find it here:
http://www.wowace.com/files/pDebuffList/pDebuffList.zip
At the moment it looks ugly and has no configuration really. Alt+Drag to move the frame around. I tend not to add extra fluff to things like this because it's a pretty basic frame. I find the huge list a little ugly and might make 2 columns or so
It only displays if you have a focus target btw, and checks to see if your focus target has the following:
- Demoralizing Shout
- Thunderclap
- Sunder Armor
- Curse of Elements
- Curse of Shadows
- Curse of Recklessness
- Faerie Fire (Feral)/Faerie Fire

Just posting to say I've downloaded this and it looks simple and very useful -- I'll be using it in an actual raid this afternoon. Thanks again!

Is it possible to add some sort of togglebox to choose between Demo shout and CoW? (and maybe the same for CoR, you wouldnt want it up on all bosses I think )

Hrm -- am I missing something here? I target my focus, and a vertical draggable rectangle pops up with "DS" "FF" "SA" and such in red, but regardless whether the focus target has those debuffs or not, nothing about the display actually changes. How is this supposed to work?

Sorry that was my bad. It was complete drycode and I never tested the locale information.
If you have an english client it should work without a problem now. (Redownload etc)

Any way to add (customize) the debuffs listed? Thunderclap, CoS/CoE/CoR and the number of Sunder stacks on the target would all be nice ot see.
edit: And anyway to make it only show this on bosses (or perhaps just non-players)?

Yeah, that'd be ideal.
Either a manual toggle to show/hide it, or make it only work on mobs and when you're in a raid group (?).
Currently it'll pop up when I have a player /focus'd in an arena, which isn't really helpful information.

An easy solution might be to have it only appear of the focus target is a skull-level mob. This should limit it to big raid targets. Or are there non-skull adds that you'd want this info for as well?

The latest revision only shows if the target is not a player and only if you are in a raid.
(I also fixed that ugly bleed effect that was on the left hand side too)
I hope this is good enough for now, until I figure an elegant solution for customizing the debuffs shown.
Feedback would be appreciated

There absolutely are non-skull targets for which this is relevant. To use a simple example, the four councilmembers of Kael'Thas are level 73 mobs, not skull.

Doesnt Quartz's buff function do what you're after? I've never grouped on my priest yet (my main character rarely uses debuffs) so I've no idea if it tracks buffs/debuffs that aren't casted by you.

I like this mod. It is simple and very easy to use. I was able to keep an eye on bosses via focus while healing MT and OT.

Can we get a screenshot of this mod in action?
Also i think adding timer text would be extremely useful. I realize this would require some communication but most of the hard work for that is already done by the ace libs.

Been using Debuff Filter for a long time, but this sounds really interesting. Will give it a try at our Gruul raid tomorrow night. Will be nice to not have to scan my growing list of tracked debuffs to notice that something's missing.
