Not sure of their reason, but I run Recap and Recount both. Recount has nice graphs and tracks some things that Recap does not, such as CC breaking. But when you want to dig down to the details, Recap lets you drill down in an intuitive way: hover over something to pop up, click to stick it up, then repeat on a detail to get more details. You literally drill down, concentrating on the details you're looking for, and the hover-or-click method lets you go fast for a quick look or dwell on things to analyze.
Recount seems to give you overviews or an all-encompassing table. I haven't sat down and compared Recount's details table to all that you can get in Recap's details tables, but Recap lets you focus in better and it feels like it actually gives you more.
I use Recap to look at my stats and perhaps a tactical level, while I use Recount to look at more of a task-oriented level. And Recount's graphs are nice, too. I wish you could track procs in Recount, so you could see, for example, how often something proc'd and when it was up during a fight.
