I am looking for a mod that tracks people in line to get into an instance. Mostly I am looking for a way to help raid leaders coordinate subs on multiple Kara runs without having to always ask if someone is tied to the other run.

It won't help you with multiple raid IDs, but Queue might help with the... queue:
