Looking for something like TellMeWhen that will pop up an icon when a cooldown is ready but will also let me click on that icon that has popped up to activate the spell, trinket, etc. TMW pops up the icon, but you have to hit the keybind or click on your action bar to activate it. I'd like to be able to click on the icon that pops up.

As far as I know, you cannot do that. Any change in the action of a button must be done outside combat.
Can anyone suggest an addon that checks raid similarly to InspectEquip, but is also capable to quickly indicate players that have old gems socketed? (e.g the way InspectEquip shows missing enchants).

AzCastBar can do this, and you can disable the other modules 'cept for the GCD bar.

I use BarTender for that.
I made an Action Bar consisting of one single button, with Clickthrough visibility properties.
The spell-icon in the button is an instant cast without a cooldown (Water Shield, in my case, but any Tracking will do, for instance).
The button has the greying-out clock thing that normal icons use to indicate GCD progress (and addons like Cooldowncount or OmniCC will apply to this icon, in case you want a numeric counter).
EDIT: As I read your post again, I see I missed the "as a castbar" part. You're probably looking for something different than what I described.

Auracle can do this as well. Utopia has talent scanning so you know if a buff/debuff is even available in your group and it is pretty well configured out of the box. Auracle lets you pick which buffs/debuffs you're watching so you can use it to do the same thing as Utopia plus watch dots on the same compact frame. I found Auracle useful as I was playing my feral kitty so I could watch for raid debuffs that impacted me (heart of the crusader, sunder, etc) and my own debuffs (mangle, rip, ff) on the same compact frame. I also have a frame setup to show my important raid buffs when I'm in a raid so I spot ones that I'm missing. Either of these two are good solutions.
I'm curious as to if there are any lua config buff frames. I like keeping my memory on the low end and I don't mind coding from time to time. Any suggestions on there?

Does an addon exist that puts the cast time of a spell on it's action bar button? Like what OmniCC does for cooldowns but for the cast time of a spell. This should include any short term haste and cast time modifying buffs I might currently have, like Heroism, Borrowed Time, Serendipity, Wrath of Air Totem, etc.
To clarify: I want to know the current cast time of a spell before I actually cast it.
DrDamage can put total damage/heal on spell icon.. when mouse over u can see the cast time... idk if you can put cast time instead of total damage or heal
That was the first thing I tried, unfortunately DrDamage does only display damage, heal and mana values, no cast times.
I'm fairly sure the cast time for spells is in the default tooltip. I know its displayed in my tooltip, and I don't have any addons other than DrDamage that would effect it. I'll double check, and if I have an addon that I forgot about, I'll let you know.

You could ask some addon creater like him who did dominos to create an addon that creates 1 button action bars indefinetly that will hide when ever the skill or item is on CD and then become visible when it is no longer on CD

You can actually do that with a combination of Dominoes and TellMeWhen.
Place your TellMewhen frame/buttons where you want them. then in Dominoes, or any other bar mod, create the same buttons pane exactly the same size and everything, place it over the TellMeWhen "buttons" and then make the dominoes frame alpha 0.
The only prob here is there will be screen space always active because even though dominoes is hidden the buttons are there.
