What you can do in Pitbull is copy settings from one unit frame to another (like, you set up how you want your Player frame to look and then just use the same settings in your Target frame). I can't remember the exact place to do this and I'm at work so can't look but it should be somewhere within each sub-menu for each unit. So first open the Player frame sub menu and work on getting your frames to look how the screenshot does.
Again I can't remember the order of the menus under Player, but you should try to change these things:
1) Remove anything you don't need like Portrait, Cast bar, Blank Space, etc (Just untick "Enabled")
2) Set height and width you want of health and power bar (Size)
3) Set colours/texture/font (global settings) (you need a Shared Media addon for extra textures and fonts)
4) What really makes that pitbull setup unique is text placing. In the Texts submenu you can basically change the location and size of things like unit name, health % or amount, power, etc. You need to get rid of ones you don't want displayed (again just disable them). Then one at a time customise the texts you do want. e.g. Health, he's got it on the right side of the health bar, so go into Texts - Health and change the location to Inside Right on the health bar drop down menu. Then you can change the size there too to make it look like his. Basically just play around until it looks the way you want, it's really worth spending time getting used to Pitbull's menu.
When you're happy you can import the settings to your target frame or whatever you like.
The question was a bit vague so I hope that helps, if what you meant was how to get the texts exactly like in the screenshot, you might like to check out the Dog Tags thread in this forum and also their helpful wiki at wowace.com. This will let you create new texts that can display customised info.
