Hmm, why the heck would you use eepanels for Pitbull and Quartz?
This is not needed since they can show the tooltip-border itself, all you have to understand is how it works.
Quartz border activation in 3 steps:
- open quartz config
- go to the border-alpha slider under colors and move it to 1 (this means 100% visivility)
- go to the border-color field and change the color to white (important) since the color is multiplicated with the border-texture (1*1=1). now the border becomes visible
Same for pitbull: (ok this one is for my rusty pitbull, but the rock version should be the same)
- open pitbull config
- go to global settings -> colors -> frame -> border
- make it white with 100% visibility
Done. The border is already there you just have to switch the light one

If you see the default blizzard tooltip border you forgot to replace the "/" with "\\" thats all.
If the addon has the possibility to show the tooltip-border already, go use it!
