One minor detail I've found that goes pretty far in cleaning up the overall UI look is having bar mods all use the same bar texture where appropriate/possible. Your cooldowntimer&capping both have flat textures, your quartz is using gloss(?) and your unitframes are using something else. Most of these can all be modified to use the same texture.
The same can generally be done with fonts.
It's all personal preference of course really.
