If you can get a hand on DBW, go ahead and stay blood. It's not really worth it with your current equip. You shouldn't really gem for ArP unless you can hit the hard cap as blood, and you're still a ways off. If you have decent weapons for frost you should see a nice dps increase by respeccing and regemming.
Additionally, your gemming choices are really weird. Why don't you switch the 20 hit in your helmet with the 20 arp in your back so you can get the benefit from the 8 and 4 strength socket bonuses? You also don't have a glove enchant, just put 20 hit on there so you can replace another hit gem.
