Could I be so far over the soft haste cap that Charmed Twilight Scale is not benefitting me? I've seen a DPS drop, and I can't understand why.

I ran your toon through a couple sims, one with the Phyl and one with the Charred, and the Charred came out about 30 DPS higher. It appears you are hitting the haste soft cap though, since the following stats value changes occurred:

Haste: 1.4456 --> 1.2812
Spirit: 1.2614 --> 1.3051
Crit: 1.2182 --> 1.2894

But still, you'd need 100 of each stat to notice a 2 DPS difference, so the extra haste should still be better. If anything, I'd say go with the Charred Twilight Scale because it will supply the raid with more consistent SP through your Demonic Pact.
