Also sometimes my skills such as ss, bs, it is on a 3-5 second cooldown and i have to wait, is that normal?

First, yeah that is normal... as stated above, fill with HoW, AMS, BS, etc...

Second, looking at your set-up, I'm wondering about your hit rating. DK cap is ~8% and yours is currently sitting at less than 4%. Fix that and then test your set-up again.
