Is it better to take RS hc neck and gem for hit + enchants. Or is taking icc deathwhisper neck + gemming str haste better?

The best thing you can do is calculate the EP values based on your personal EP ratings of any net changes you have from the gear.
That's always the way to tell which is going to yield theoretical higher single-target Boss dps.
If you're too lazy to find your own EP values, the BiS values closest to your gear level and spec listed for each stat are good rules of thumb.
