On the PTR before our live "buff" I reforged pure mastery leaving myself 8% hit and 26 expertise and was doing ~4k on the dummies. It would make a massive difference being on a level 60 dummy, seeing how you are able to reforge full mastery while getting the benefits of being "hit capped" vs a dummy of that level.
