While I'm not going to say its impossible to stack stats in such a away that the order changes, I will say that it is really pretty rare. 99% of you don't need to worry about how the stats interact or how much of what stat you have - if you make the spell hit and expertise caps, and then reforge haste and mastery, you really can't go too far wrong.
Does this also apply to combat?
