Those numbers are an example of something a lot of thread authors on this site use. They show you how much a stat is worth compared to an equal amount of another stat, the higher the number the better the stat is.

The stat information at the beginning of this thread is unclear to me. In the original "Frost" thread, Darkside did a good job translating the numbers. This thread, for example, lists hit at 3.37, expertise at 3.27. These numbers do not resemble in-game numbers. (My hit, in-game, is listed at 8.68, rating 267).
What's the best way to make sense of the stats as listed?
