They made enough changes to all 3 specs of Paladin that they decided a talent refund was in order. Ret who may not have picked up DS because it was effectively unused, can now pick it up. Holy or Prot who skipped talents they're changing also get the ability to correct deficiencies.
Patch notes seem to be written weeks in advance of releases, I expect the 60% is just the (now standard) patch notes not agreeing with what actually goes live.
