Just saying, when u throw Inquisition into your rotation, I think its impossible that CS will be superior to HotR. I think the best threat rotation would be as follows.

3 HP > Inquisition > 3 HP > SotR > 3HP > Inquisition again.

Am I getting this right or terribly wrong?
