Rule 3, 6, and 7: You're insulting the people who work hard to provide tools to the community, without evidence to support your claim that the tools are flawed.

With all due respect to Lhivera, who does good work, I don't expect the current iteration of Simcraft's arcane to be accurate (I'm not sure he would say otherwise); the priority list does not represent optimal arcane behavior. In general, arcane's structure is somewhat resistant to brute-force simulation methods, since there isn't a straightforward way to prioritize spells.
That being said, it's quite likely that the optimal behavior is not all that much better than Simcraft's best guess, so arcane may well need buffs. I'll be curious to see what a finalized version of RAWR, which is better able to computer optimal arcane cycle shifts, has to say about spec balance.
