By running under the hit cap, you put yourself immediately behind any other caster that is at the hit cap. If you both have the same number of spells cast, your best effort, if you both played perfectly is going to be more than 2% behind. A wise man once said, to Crit, you must first HIT! If you have a 100% crit chance, but a LOW Hit chance, the guy that is hit capped and has a middle of the road Crit level will win.
