Pretty sure 20% or more is easily reachable, I have 17 in mostly blues already and I'm using several pieces that have no haste on them.

I'd say not being hitcapped is having less influence than ever before. The numbers simcraft has pumped out showing hit having low value seem to be pretty correct. Only reason I'd ever consider aiming for cap at all costs would be if I'm given the responsebility to dispel something from bosses, though I'm not sure if it even needs cap any more.
