I myself have tested this second style of playing a warrior in the past and found that although it may appear to be an interesting concept1 in theory, it just doesnt work in practice. When simplified down what your saying is to gear, Str, Hit till soft cap, then go full reforge crit and gear crit. However, this doesnt make your moves hit that much harder as through this method you cannot get any more Str than you would have had previously, or more than you should have had.

Also, through this method your rage generation would be enough to maintain a standard rotation and not much else, the loss of all HS usage in the rotation would be a much larger decrease in dps than that gained from the crit/flurry uptime you would be gaining from this style.

I myself have 16% crit unbuffed (obviously with the 7% addition from talents) but at the same time have managed to maintain, 23% hit and Exp cap. I still think the best way to gear atm is mainly for hit, exp cap and then crit as a third stat leaving haste and mastery as unwanted and always reforged stats.
