@Diamondz People tend to overvalue hit in the incoming rage calculations, and downplay other factors.
10% extra hit (23% you have vs realistic 11-13% a str/crit warrior will have) isnt some magical number that will shift you from "maintaining rotation and not much else" to spamming HS. 10% hit is realistically around 11% more rage. full rotation being basically 6.66 rage/sec for BT and 3.33 for RB , is way more off then 11% from full HS +rotation. in fact 11 % more rage will only transition into 15-20% more heroic strikes. Those heroic strikes that are the "buffer" in low expertise setup. At same time that 10% hit will transfer into 7% crit, resulting in much higher flurry uptime, around 5% more dmg simply because crits hit harder.
Ill say it again, the difference between 11-13% hit and 27% crit and 22% hit 22% crit (values for my warriors - note that 1st one isnt a worgen while 2nd is) in rage generation arent nearly as drastic as people portait it to be. If anything its simply more clumsy due to miss streaks - although higher crit rate is VERY noticeable in smoothing rage income by making flurry more stable. Still the gross rage is within few %, just a bit less steady in crit setup.
