in my opinion CS forced us to plan our rotation a bit, esp for arms, but still holds its truth for fury aswell
to give you the possibilty to plan your rotation you dont want bursty rage gen, so in my eyes hit is the favorable stat it doesnt allow this down times that you have with miss streaks.
when you run out of ammo in your 6 seconds of awesomeness you dump your dps by quite a huge deal
of course crit is a nice stat and a huge dps boost but i wouldn recommend to forget about hit or haste in that regard
